David Goulet fb8dad5ceb hs: Log if service can't connect to application 
In order to help an HS operator knowing if the application configured behind
it is not working properly, add a log at warning level for the connection
refused or timeout case. This log will only be printed if a client connection
fails and is rate limited.

Closes #21019

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
