Mike Perry ce894e20b5 Ticket #25573: Count TRUNCATED cells. 
TRUNCATED cells were ignored while in path bias. Now they are obeyed, and
cause us to tear down the circuit. The actual impact is minimal, since we
would just wait around for a probe that would never arrive before.

This commit changes client behavior.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
