rust: Remove mirrored PRNG implementation. 
Once we need a PRNG, we'll likely want to change the dev-dependency on the rand
crate to be a real dependency, and use rand::SmallRng as our PRNG.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and

To build Tor from source:
        ./configure && make && make install
