Nick Mathewson a79e2c2975 practracker: better warning/regen handling 
Now that there is only one toplevel place where we print problems,
we can redirect just that one print to a file when we are
regenerating the exceptions.txt file.  Previously we redirected
sys.stdout, which is naughty, and forced us to send warnings (and
warnings alone) to stderr.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
