test_bridges_clear_bridge_list. Set DEBUG_SMARTLIST in unit

tests to catch improper smartlist usage. Furthermore,

enable DEBUG_SMARTLIST globally when build is configured

with fragile hardening. Fixes bug 26196; bugfix on
