Nick Mathewson 9328bd524e Enforce the rule that COMPRESS_OK means progress was made. 
If COMPRESS_OK occurs but data is neither consumed nor generated,
treat it as a BUG and a COMPRESS_ERROR.

This change is meant to prevent infinite loops in the case where
we've made a mistake in one of our compression backends.

Closes ticket 22672.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
