Nick Mathewson 90524de0b2 Move winprocess_sys into a new low-level hardening module 
This code was in our process module, but it doesn't belong there:
process is for launching and monitoring subprocesses, not for
hardening the current process.

This change lets us have our subsystem init order more closely match
our dependency order.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
