Nick Mathewson 84b3350c83 Be more conservative in scanning the list of pending streams 
Now we only re-scan the list in the cases we did before: when we
have a new circuit that we should try attaching to, or when we have
added a new stream that we haven't tried to attach yet.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
