teor 6d54bdbdcf Handle edge cases in laplace functions 
Avoid division by zero.
Avoid taking the log of zero.
Silence clang type conversion warnings using round and trunc.
The existing values returned by the laplace functions do not change.

Add tests for laplace edge cases.
These changes pass the existing unit tests without modification.

Related to HS stats in #13192.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
