Donncha O'Cearbhaill 1a75e6da00 Create a service-side descriptor cache 
Adds a service descriptor cache which is indexed by service ID. This
descriptor cache is used to store service descriptors generated by a
local rendevous service.

The service-side cach can be queried by calling rend_cache_lookup_entry()
with the 'service' argument set to 1.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
