Alexander Færøy 0ff9ea2afd Generalize router_is_already_dir_fetching_{rs,ds}. 
This patch generalizes the two functions
router_is_already_dir_fetching_rs and router_is_already_dir_fetching_ds
into a single function, router_is_already_dir_fetching_, by lifting the
passing of the IPv4 & IPv6 addresses and the directory port number to
the caller.

Tor protects your privacy on the internet by hiding the connection
between your Internet address and the services you use. We believe Tor
is reasonably secure, but please ensure you read the instructions and
configure it properly.

To build Tor from source:
        ./configure && make && make install

To build Tor from a just-cloned git repository:
        sh autogen.sh && ./configure && make && make install
