Sebastian Hahn 0c11d8b2d2 Implement status/fresh-relay-descs command ... The idea here is that a controller should be able to make Tor produce a new relay descriptor on demand, without that descriptor actually being uploaded to the dirauths (they would likely reject it anyway due to freshness concerns).
