o Minor bugfixes (testing):
    - When TOR_DISABLE_PRACTRACKER is set, do not apply it to the
      test_practracker.sh script.  Doing so caused a test failure.

    - When TOR_DISABLE_PRACTRACKER is set, log a notice to stderr
      when skipping practracker checks.
