6e5e1be737 Make circuitmux ewma timing test more tolerant on 32bit osx
Since we use a 32-bit approximation for millisecond conversion here,
we can't expect so much precision.

Fixes part of bug 27139; bugfix on 0.3.4.1-alpha.

fde868ffe3 Extract cell type and their queues into new headers
Since packed_cell and destroy_cell exist only to be queued, they go
in the same headers as the queues.

5e395ba2c2 Rewrite time-handling in circuitmux_ewma to use monotime_coarse
This part of the code was the only part that used "cached
getttimeofday" feature, which wasn't monotonic, which we updated at
slight expense, and which I'd rather not maintain.

c235c32bbc cmux: Remove round-robin circuit policy
Since 0.2.4, tor uses EWMA circuit policy to prioritize. The previous
algorithm, round-robin, hasn't been used since then but was still used as a
fallback.

Now that EWMA is mandatory, remove that code entirely and enforce a cmux
policy to be set.

This is part of a circuitmux cleanup to improve performance and reduce
complexity in the code. We'll be able to address future optimization with this
work.

Closes #25268

520cf21793 Move destroy cells into a separate queue type of their own, to save RAM
We've been seeing problems with destroy cells queues taking up a
huge amount of RAM.  We can mitigate this, since while a full packed
destroy cell takes 514 bytes, we only need 5 bytes to remember a
circuit ID and a reason.

Fixes bug 24666. Bugfix on 0.2.5.1-alpha, when destroy cell queues
were introduced.

1bac468882 Fix two problems in the 0.2.8.x unit tests
1. We were sometimes using libevent uninitialized, which is Not Allowed.

2. The malformed-PTR dns test was supposed to get a -1 output... but
   the test was wrong, since it forgot that in-addr.arpa addresses
   are in reverse order.

Bugs not in any released tor.

0243895792 Use coccinelle scripts to clean up our unit tests
This should get rid of most of the users of the old test_*
functions.  Some are in macros and will need manual cleanup, though.

This patch is for 13119, and was automatically generated with these
scripts.  The perl scripts are there because coccinelle hates
operators as macro arguments.
