d751d4048b change control spec so closestream doesn't get to specify whether 
tor should hold-open-until-flushed. tor should take care of that
(it should always hold open until flushed), and the controller should
never care _how_ tor does its things.

83743d64ab Change version parsing logic: a version is "obsolete" if it is not recommended and (1) there is a newer recommended version in the same series, or (2) there are no recommended versions in the same series, but there are some recommended versions in a newer series.
