61c721f145 Add remove file function and remove ephemeral files. 
Adding tor_remove_file(filename) and refactoring tor_cleanup().

Removing CookieAuthFile and ExtORPortCookieAuthFile when tor_cleanup() is
called.

Fixes #23271.
