Add a couple of (currently disabled) strategies for trying to avoid using too much ram in memory pools: prefer putting new cells in almost-full chunks, and be willing to free the last empty chunk if we have not needed it for a while. Initial attempts to track down bug 600, and refactor possibly offending code. 1) complain early if circuit state is set to OPEN when an onionskin is pending. 2) refactor onionskin field into one only used when n_conn is pending, and a separate onionskin field waiting for attention by a cpuworker. This might even fix the bug. More likely, it will make it fail with a more useful core.

Write a new autoconf macro to test whether a function is declared. It is suboptimal and possibly buggy in some way, but it seems to work for me. use it to test for a declaration of malloc_good_size, so we can workaround operating systems (like older OSX) that have the function in their libc but do not deign to declare it in their headers. Should resolve bug 587.
