This patch fixes a memory leak in frac_nodes_with_descriptors() where
we might return without free'ing the bandwidths variable.

This function must return false if the module is not compiled in. In order to
do that, we move the authdir_mode_v3() function out of router.c and into the
dirauth module new header file named mode.h.
It is always returning false if we don't have the module.

This is a pretty big commit but it only moves these files to src/or/dirauth:
dircollate.c dirvote.c shared_random.c shared_random_state.c
dircollate.h dirvote.h shared_random.h shared_random_state.h
Then many files are modified to change the include line for those header files
that have moved into a new directory.
Without using --disable-module-dirauth, everything builds fine. When using the
flag to disable the module, tor doesn't build due to linking errors. This will
be addressed in the next commit(s).
No code behavior change.

In router_add_running_nodes_to_smartlist(), we had an inline
implementation of the logic from node_has_descriptor(), which should
be changed to node_has_preferred_descriptor().
* ADD new /src/common/crypto_rand.[ch] module.
* ADD new /src/common/crypto_util.[ch] module (contains the memwipe()
function, since all crypto_* modules need this).

If we tried to move a descriptor from routerlist->old_routers
back into the current routerlist, we were preparing a buffer with
format_iso_time() on ri->cert_expiration_time, and doing it preemptively
since router_add_to_routerlist() might free ri so we wouldn't be able
to get at it later in the function.
But if the descriptor we're moving doesn't have any ed signature, then
its cert will be marked to expire at TIME_MAX, and handing TIME_MAX
to format_iso_time() generates this log warning:
correct_tm(): Bug: gmtime(9223372036854775807) failed with error Value too large for defined data type: Rounding down to 2037
The fix is to preemptively remember the expiry time, but only prepare
the buffer if we know we're going to need it.
Bugfix on commit a1b0a0b9, which came about as part of a fix for bug
20020, and which is not yet in any released version of Tor (hence no
changes file).
