Track the number of connection_t separately from the number of open sockets. It is already possible to have connections that do not count: resolving conns, for one. Once we move from socketpairs to linked conns, and once we do dns proxying, there will be lots of such connections.

Add code to shrink the cell memory pool by discarding empty chunks that have been empty for the last 60 seconds. Also, instead of having test.c duplicate declarations for exposed functions, put them inside #ifdef foo_PRIVATE blocks in the headers. This prevents bugs where test.c gets out of sync.

On mingw, use "%I64u" to printf/scanf 64-bit integers, instead of the usual GCC "%llu". This prevents a bug when saving 64-bit int configuration values on mingw; the high-order 32 bits would get truncated. If the value was then reloaded, disaster would occur. Node-picking fixes: Never warn when a down node is listed in a config option (bug 348); always warn when a node in a config option is unnamed. Also, when entrynodes is configured, then build the guard list as: (parts of EntryNodes that were guards before), (the rest of EntryNodes), (the rest of the old guards). This last point ensures that EntryNode users will get the EntryNodes they want with the minimum change to their guard list.
