path-spec: Clarify what we mean by "a server's bandwidth."
...
This just got a little complicated, since old clients use "clipped
advertised bandwith" and new clients now use "consensus bandwidth" but
fall back to "clipped advertised bandwidth".

meaningless. Remove them without replacement.
