Check NoKeepAliveIsolateSOCKSAuth in a better place.

Browse Source 
No functional changes, but since NoKeepAliveIsolateSOCKSAuth isn't
part of isoflag, it should be checked where all other similar options
are, and bypass the (no-op) masking at the end.
